FTI has a strong disciplinary process but we did not have the kind of resources (and vision, perhaps) to propose a private Lokpal.

I'm delighted to hear that Arvind has created an Internal Lokpal for his party.

I'd like to suggest that he institutionalise this Lokpal.

I dislike the idea of a government funded Lokpal. That is not independent enough.

But I like the idea of a Citizens' Lokpal that is directly funded by citizens through private donations, and the use of the services of which is entirely discretionary and optional.

The fact that the Citizens' Lokpal makes a determination of innocence should be enough to confirm someone's integrity (and vice versa). If found guilty, the Citizens' Lokpal would make a formal complaint to the Police.

This Lokpal should be converted into a Trust, and rules established around it.

This will form part of the institutional structure of Citizens' Government that I've earlier proposed.

This Lokpal should offer its services to all political groups/parties (that have paid a membership fee) and wish to get complaints against their members verified.

I'm happy to get involved in drafting the Trust Deed for such a Citizens' Lokpal. As a first step I'd like the allegations against Baba Ramdev to also be investigated (if he offers himself for such investigation).

    Sanjeev Sabhlok Indeed, Arvind, that’s exactly what we need (and should have) in the case of industrial regulation. Do read BFN. Manoj, this is not a matter of approving a lokpal. A private Trust can be established that acts as Jan Lokpal and offers a PAID service to its members. It can’t and won’t have the power to prosecute. But it will have the power to investigate complaints and lodge formal FIRs in police stations.

    Bibek Anand Lokpal will be truly effective , impartial and inspiring if these three small but pertinent suggestions are taken into account !

    1. Let the mechanism of Lokpal/ Lokayukta be funded by Janta itself ! Let the contribution range between minimum of Rs. One Hundred and a maximum of Rs. 5 Thousands . I am sure that at least 50 Crores Indians will readily contribute and a huge corpus may be created to run the mechanism very smoothly . Audit of expenditures incurred will be done by the Comptroller and Auditor General of India !

    2. There should be inclusion of only great public spirited and experienced persons in the Lokpal/ Lokayukta ! Persons selected for the institution of Lokpal/Lokayukta must be sourced from all the walks of life – viz. Judiciary , Bureaucracy , Academia , Social Activists , Industrialists , Business-Persons , Farmers , Workers and all the conceivable fields . Utmost uprightness of the persons must be the driving criterion for the selection as Lokpal / Lokayukta .

    3. Those who are appointed as one of the Lokpal / Lokayuktas may wish to forgo their salaries , if their present sources of income suffice their needs !

    4. Once such a selfless existence comes in to picture , then the total gamut of socio-economic life ( Executive , Legislature , Judiciary , Corporations , Media and NGOs ) must be ready to be under Lokpal Scanner .

    Let Mother India be never get smeared by the dust of Corruption !

    Sanjeev Sabhlok The drafting of the Trust deed for the Jan Lokpal can be debated but the point you make is good, Bibek.

    Sharad Bailur I personally feel that the entire concept of the Lok Pal is flawed. At a government level it is the best recipe for a complete overnight paralysis of governance. As for private Lokpals or whatever you wish to call them, they cannot investigate government or public bodies and that takes away more than 99% of the meat of the issue.

    Sanjeev Sabhlok Not quite, Sharad. Private Lokpal is like a private certifying agency. For those interested in integrity, its certificate will matter. If FTI says that all its candidates are certified by this Private Lokpal, citizens will be more interested in voting than a party that says it won’t subject its candidates to a Private Lokpal certificate
