Although I'm not familiar with Raghuram Rajan's work, anyone will be better than Kaushik Basu (as India's Chief Economic Adviser). The positive feature of Raghuram Rajan is that he has fought against Paul Krugman.
Anyone who does that is a sensible man, and must be at least given a chance to prove himself.

I heard Kaushik Basu during a talk to be given by Nobel Laureate Dr Amratya Sen at New Delhi. What I make out as non-economist, Basu has no firm stand on Indian economy, whether we should follow socialism or capitalism. He appears to be hanging between socialism/communism (a failed philosophy) and capitalism. This confusion generates further misunderstanding about globalization.
I may agree with you that Kaushik Basu was a disaster.
But then UPA 2 has been very bad in selecting top slots with not so professionals and expert while giving due considerations to psychopathy.
