Governments should NOT pick winners. They should not supply things which private individuals, in their own self-interest, can readily arrange to purchase from others through voluntary trade.
The idea of supplying education through the government is deeply flawed. Even in advanced countries like Australia millions of dollars have been squandered on truly appalling purchases by centralised planners of schools.

The HRD ministry had initially placed an order for one lakh units with DataWind. It received 30,000 Aakash tabs as part of the pilot run. But it proved a disaster after poor the feedback concerning these tablets.
The message is simple: Let people make their private decisions for which they have not only the best local knowledge but the keenest interest.
Privatise ALL education, and issue school vouchers (detailed in BFN - NOT of the type commonly understood!). Let individual schools and parents decide how best to educate the children. The outcome will be a massive increase in the quality of education in India, particularly for the poorest of the poor.
